Often, the problem is not with the expert tracking system, yellow pages etc. Even with the best of rewards and recognition systems available, experts are reluctant to share. I have found that experts would rather share personally with seekers when engaged in a discussion in person or over the phone than when sent a mail, through a web-based system etc. I would say personalisation of the sharing process and respect for the experts' time yields good results...

The problem I see is that experts rarely share their knowledge through electronic communications of any kind - making them even harder to find. I would suggest that email be required to document all work first, then algorithms can be used to separate the good from the bad. Experts fear being taken advantage of, and that is even more apparent when work processes are not managed or monitored consistently across organizations. Reward structures need to be changed in order to bring experts forward if knowledge management apps are to succeed.

If we model Information as an "Asset".
We can modify existing accounting systems to keep track who knows what at least under enterprise level.
But this beg question of "how to measure the information?"
the answer to the question might be how much relevant information to the task at hand? or
How much uncertanity it can reduce to the task at hand?.
